Joint Communication with Folsom Cordova Unified School District (FCUSD), Folsom Cordova Education Association (FCEA), Classified School Employees Association (CSEA), and Folsom Cordova Leadership Association (FCLA)
Folsom Cordova Unified School District (FCUSD), Folsom Cordova Education Association (FCEA), Classified School Employees Association (CSEA), and Folsom Cordova Leadership Association (FCLA) have been working collaboratively on creating affordable health benefits. Special thanks go to our benefits committee and benefits department. Our goal is to provide affordable health benefit options for our employees. We are working on long-term solutions. However, all eligible employees using FCUSD benefits must act during our open enrollment to select the plan that best meets their needs. Open enrollment this year runs from Friday, May 10, 2024, to Friday, June 14, 2024.

Why are we doing this?
The FCUSD Benefits Committee has received unprecedented increases to medical insurance premiums for the 2024-2025 school year. This increase starts next year. In the past, we have provided a high deductible plan to offer a lower cost premium. However, even these plans have a significant increase. From 2023-2024 to 2024-2025, Single increased as much as $3,000 and Family as much as $7,600.
What are my options?
Employees can still sign up for the same three carriers (Kaiser, Sutter Health, and Western Health). Employees can still enroll in a Single or Family plan. However, there will only be 2 plan choices with each carrier, Copay or Nonstop. The High Deducible Health Plans (HDHP) will no longer be an option. The committee suggests a Nonstop program for all employees regardless of the carrier due to cost savings. That said, it is the staff’s responsibility to do your own due diligence and select a plan that best fits your individual needs. The table below demonstrates if no action is taken for plan year 2024-2025.
How Does Nonstop work?
Nonstop works like a HDHP except there is no Health Savings Account (HSA). Nonstop will issue a Visa card to all enrollees. The card will be preloaded to cover the cost of the annual deductible amount of the carrier for each Nonstop plan. Specific plan details will be provided during Open Enrollment.
How is FCUSD helping?
To help bridge the increased premium cost, up to three installments will be dispersed to employees who participate in medical benefits. The district and the negotiation teams are working to finalize payment disbursement amounts.
Qualification and Implementation
Employees enrolled in an FCUSD medical plan as of May 1, 2024, will qualify for a payment to mitigate the increased cost of the premiums. This one-time payment will be split into three equal installments. To qualify for any of the three installments, the employee must be actively participating in a medical plan based upon the timeline for each payment noted below. If an employee is not actively enrolled during one of the required dates, they will not receive an installment for that period. Please note each installment will be subject to all state and federal taxes and any applicable retirement deductions.
