Expanded Learning Opportunities Program Terms, Conditions, Policies and Procedures
SCHEDULES
- There will be a charge for late pick-ups (after contracted time). You will incur Additional Hour charges at $20.00 per hour. There is no program available before 8:15 am.
- No refund, credit, or transfer will be given for unused contracted hours. Contracted hours cannot be redistributed throughout the week or month. For example, you cannot pick up early on Wednesday and stay later on Thursday.
- Students may not attend the ASES or Student Care program on any days they have been suspended from class/school or sent home from school for any behavior issues or illness. Students may return to the ASES and Student Care Programs if they were removed from school by a parent/guardian for Family Court, or a medical appointment. A note from the medical provider is required.
- No credit or refunds will be given for suspension from the school or for being paused from the ASES or the Student Care programs.
- There will be no additional charges for minimum days if your student ordinarily attends that day, provided you stay within your contracted hours plus the hours your child attends school.
- You will be charged for the time your student is attending school activities outside your child’s normal school hours. We are responsible for knowing where your student is when they attend an after-school activity, or if the activity is cancelled. Students must check into the ASES or Student Care program before they attend an on-campus activity if the student will be returning to an ASES or Student Care program afterward.
- You are responsible for notifying the program if your child will be absent before your child’s school dismissal time for that day.
- Students must attend 85% of the contracted schedule per week.
- You must notify both the ASES and Student Care Center and the ELO-P Office in writing one week in advance should you decide to drop your student from the program. Failure to notify us could result in charges for time you did not use. No refunds will be given for a mid-month drop.
- ASES and Student Care contracts expire at the end of each school year. You must re-register each school year. Parents who have automatic payments on file will have to submit a new authorization each year.
STUDENT CARE FEES
- You are billed a monthly flat rate fee and billed on the 10th for the current month.
- There is no prorate for holidays. A payment method is required to complete your Student Care registration. Your registration is not complete without a payment method attached to your Student Care account. You will be charged the registration fee and the first month’s fee on the first day of school. ASES and Student Care are not currently offered on weekends or School Holidays.
- All payments must be postmarked or received in the ELO-P Office no later than the 10th of each month to avoid a late payment fee of $20.00. Any payments delayed for any reason will incur a late fee. No payments will be accepted in the ASES or Student Care centers, as they are not equipped to take payments. The final Student Care payment will be run on June 10th to cover Additional Hours charges for May.
- To qualify for ELO-P waived fees, families will be verified through the STUDENT DATABASE, confirmed with the LETTER OF VERIFICATION from FOOD SERVICES, or by providing proof of family household income.
- All parents whose fees are paid for by an outside agency (i.e., Child Action, Cal-Works) are responsible for any fees not paid by that agency. Parents on these programs are responsible for getting all necessary paperwork to their worker/agency.
- We encourage payments through ProCare. Our preferred payment method is Visa or Mastercard. We do not accept Discover or an American Express Card. NO CASH will be accepted.
- There is a $75.00 registration fee per student or $100.00 per family per school year. Your ASES or Student Care account must be current with a $0.00 balance to re-register and reserve a spot for the following school year.
- Your student must remain in ASES or Student Care through the end of the current school year to maintain your reserved spot for the following school year. The May Student Care Fee balance on your account must be $0.00 by the last day of May. Any unpaid accounts will be dropped from the ASES or Student Care program on the last day of the month of May. Any available spots will be filled from the ASES and Student Care Wait Lists. Once you have been dropped from the ASES or Student Care program, the entire past amount due will have to be paid in full before you can be added to the bottom of your school’s wait list.
- Every 15 minutes of additional time per month (outside of your contracted hours) will be rounded up to the next full hour. For example, 15 minutes will be rounded to an hour, and an hour and 15 minutes will be rounded to 2 hours. Additional time is billed at $20 per hour.
- All ASES and Student Care sites close promptly at 6:00 pm. A $20.00 late fee will be applied beginning at 6:01 pm. An additional $5.00 fee will be charged for each additional five minutes or portion of five minutes beginning at 6:05 pm. Time is according to the school clock. Any late pick ups late pickups may result in a parent meeting and additional consequences.
- PAST DUE ASES & STUDENT CARE ACCOUNTS - ASES and Student Care payments are due on the 10th of each month, except for the first month of each new school year, when they are due on the first day of school in August. All ASES and Student Care accounts must be paid in full by the end of each month for the student to return to ASES or Student Care on the first school day of the following month. All students with past due amounts will be dropped from ASES or Student Care at the end of each month.
- All contract changes must be made in writing to the ELO-P office. All changes made during the current month will go into effect on the first day of the following month. If a change is required any day after the first school day of the month, there is a $40.00 change fee for a single child and a $60.00 change fee for a family. You are limited to three contract changes per school year without penalty. Additional contract changes will have a charge of $20 per change.
- All payment statements for flex spending accounts and income tax reporting purposes are available for printing from your ProCare account.
LIMITED TK CONTRACT
- AM Limited contracts include the hours after AM Transitional Kindergarten starting when students are released from school until 2:40 pm M, T, W, & F and 1:10 pm on Thursday.
- PM Limited contracts include the hours before PM Transitional Kindergarten starting at 8:15 am until students are dropped off at school, Monday-Friday. Parents/guardians will pick up directly from class when school is over.
- Clients holding Limited contracts must pick up their student on Minimum and Super Minimum days five minutes before older students are released from school.
- Clients holding Limited Contracts do not hold reregistration privileges for the following school year. It is the parent/guardian's responsibility to re-add their student’s name to the waitlist for the following school year.
- Clients holding Limited Contracts do not have transfer privileges or hold grandfathering in privileges for siblings.
- Three late pickups (after 2:40 pm M, T, W, & F and 1:10 on Th) or early drop-offs (before 8:15 am M-F) may result in termination from the Expanded Learning Opportunity Program.
- Limited contract items one through six override conflicting ELO-P ASES/Student Care Contract Terms.
DUAL PAYER POLICIES
- We accept one contract per child. We will not do separate accounts or contracts for a child. One or both parents/guardians' names may be on a child's contract. If just one parent/guardian is the contract holder, that parent/guardian is the only person who can make changes to the contract and is ultimately responsible for the full monthly fee. If both parents/guardians’ names appear on the contract, then both parties may make changes to the contract, and both are responsible for the full monthly fee.
- We can accept dual payers on a contract. Parents/guardians paying separately are each responsible for paying their allotted portion of the Student Care bill. Any unpaid Student Care fees on either parent/guardian’s statement will result in the student being removed from the program on the first day of the following month in which the past due amount occurred.
- A spot in Student Care will not be held open while waiting for payment. All spots will be filled with the next family on the waitlist.
- Each payer is responsible for paying their allotted Student Care payment; non-payment will show up in each payer’s account as a delinquent amount. Payments will also show in each payer’s account.
- In the event one payer covers the other payer's Student Care fees for a month, the past amount due will be moved to the account of the parent/guardian that is going to make the payment, and the payment will be shown on that account. A note will be put in the delinquent account that the fee was moved and paid by the other parent/guardian.
- Each parent/guardian with dual payers on the contract will receive their own Student Care bill/payment statement. In a dual payment account, each parent/guardian’s statement will show only the payments they made toward the student’s account.
- In the case of a single contract holder, the contract holder will be notified of non-payment by the non-contract holder.
- In the case of dual contract holders, each contract holder will be notified of the students’ imminent removal from the Student Care program.
REQUIREMENTS
- All registration forms must be completed before a student is allowed to start. Parents are required to keep their student’s emergency card current at the ASES or Student Care center that their child attends.
- Parents are required to sign students in and out each day using the clock at the ASES or Student Care center for the correct time.
- To drop off or pick up ASES or Student Care students, you must be 18 years old and listed on the emergency card as a designated person. All adults picking up a student must be able to provide identification. No exceptions.
- We will not release a student to ride on a motorcycle or bicycle without a helmet for the student.
- Students will not be released to a person suspected to be under the influence of drugs or alcohol.
- We are required by law to report suspected child abuse.
- Your student should stay home if he/she is exhibiting
- Fever: 100.4 or higher without medication
- Other symptoms of illness
- Yellow or green discharge from eyes, ears, nose, or any other part of the body
- Pink eye (red, puffy, itchy eyes) needs to be evaluated by a medical provider before coming to school
- New onset of cough, runny nose/congestion (allergies excluded)
- A rash (that is itchy and scaly should be evaluated by a medical provider before coming to school)
- Severe sore throat (consult with medical provider if accompanied by a headache, stomachache, or rash, as it may be strep)
- More than one episode of vomiting or diarrhea
Students may return to before and after school care when symptoms have improved significantly, and if applicable:
- The fever has been gone for 24 hours without any fever-reducing medications
- It has been 24 hours since the last episode of vomiting or diarrhea
- It has been 24 hours since the first dose of antibiotics
- Students may not bring video games, toys, toy guns, candy, unneeded money, or prohibited items outlined by the school to the ASES or Student Care programs.
Students must follow all established behavioral policies and school rules during the after-school program. Consistent failure to comply with these rules, follow directions from the ASES or Student Care staff, or to abide by program policies, procedures, terms, and conditions will result in a parent meeting and consequences.
