What is Expanded Learning Opportunities?
California's Expanded Learning programs are an integral part of young people's education, engaging them in year-round learning opportunities that prepare them for college, career, and life. Expanded Learning refers to before and after school, summer, and intersession learning experiences that develop the academic, social, emotional, and physical needs and interests of students. Expanded Learning opportunities should be hands-on, engaging, student-centered, results-driven, involve community partners, and complement learning activities in the regular school day/year.
At Folsom-Cordova, we have ASES and Student Care programs that all operate under the ELO-P umbrella. These programs are overseen by an administrative staff, site supervisors, onsite leadership and assistants who manage the daily operations. See below for our organizational chart.
About our Programs
ASES Programs
The After School Education and Safety (ASES) Program is the result of the 2002 voter-approved initiative, Proposition 49. This proposition amended California Education Code (EC) Section 8482 to expand and rename the former Before and After School Learning and Safe Neighborhood Partnerships Program. The ASES Program funds the establishment of local after school education and enrichment programs. These programs are created through partnerships between schools and local community resources to provide literacy, academic enrichment and safe constructive alternatives for students in transitional kindergarten through eighth grade (TK–8).
The ASES Program involves collaboration among parents, youth, and representatives from schools, governmental agencies, individuals from community-based organizations, and the private sector.
FCUSD partners with a number of local community partners provide enrichment programs to promote experiential learning at our sites such as Mad Science, iCook, 916 Skills Academy Basketball, Infinite Colab Arts and Living, Soccer Shots and more!

Student Care Programs
The FCUSD Student Care mission is to provide a safe, secure, and nurturing environment where the lives of students can be enriched both socially and educationally during the out-of-school-time hours. We aim to offer accessible, convenient, safe, and affordable care for our district families. Centers are located on elementary campuses in both Folsom and Rancho Cordova. We provide a program which meets the educational, cultural, and social needs of the community. Program services are provided in a professional, courteous, and ethical manner in a secure environment that is supervised by well-educated, caring adults. We encourage the enhancement of self-esteem and self-worth of students, introduce them to new experiences, build on learned skills and provide opportunities to help students build meaningful relationships with other students and the adults who oversee the program.
Program costs are based on income verification with several options available, including no-cost care for Expanded Learning Opportunities eligible students. See our 2024-25 academic year pricing structure here.
