Background on the discussion regarding facilities
At the May 18, 2023, Folsom Cordova Unified School District Board (FCUSD) meeting, District staff presented an overview of the five distinct areas for facility bonding called School Facilities Improvement Districts (SFIDs). The presentation reviewed each of the SFID's history, facility bond measures, debt service, and areas of assessed value.

After the Monday 8/21 Study Session, the Board determined that a further discussion regarding a potential bond measure for SFID 4 (Rancho Cordova) and discussion on new school construction in SFID 3, which covers both cities of Folsom and Rancho Cordova, was needed and will be discussed at the next Study Session in October.

What is a School Facility Improvement District (SFID)?
A portion of a school district that is taxed through a general obligation (G.O.) bond based on the value of the property and approved by the voters in that portion of the district being taxed. When SFIDs were created in 1998, they required two-thirds voter approval. In July 2001, the Legislature added the option of a 55% voter approval threshold with the additional accountability provisions of Proposition 39. Typically, SFIDs involve new housing developments that create additional facility needs for the school district.
