June 9, 2023 Special Joint Meeting, FCUSD, Rancho Cordova, Folsom

FCUSD Special Joint Meeting; FCUSD, Rancho Cordova and Folsom
June 9, 2023

Dear FCUSD Community: Please read today’s Board Briefs on the Special Joint Meeting with FCUSD and cities of Rancho Cordova and Folsom.

On June 8 a Special Joint Meeting was held with the members of the FCUSD Board, and the Council Members of the City of Rancho Cordova and the City of Folsom.

The meeting was called to explore interest in pursuing a feasibility study to reorganize the Folsom Cordova Unified School District into two separate school districts, based on the city boundaries of Rancho Cordova and Folsom.

A consultant from Schools Services of California, Inc. (SSCAL) provided a presentation that was given to our Board at the March 23 Board Meeting which outlined the nine statutory criteria governing district reorganizations, the process, and the proposed scope and cost for completing a reorganization feasibility study.

At last night’s meeting all 15 elected officials from FCUSD and the cities of Rancho Cordova and Folsom expressed interest in pursuing a feasibility study to learn if a district separation would meet the nine statutory criteria required by state law under the Education Code and to discover what impacts might result.

While there was consensus to learn more from a feasibility study, opinions for separating the district were mixed, from favoring a separation to concerns a separation may create a negative impact. The takeaway from all was that a study would allow the data from the feasibility study to inform next steps.

IMPORTANT: There is no decision or action being made on reorganization or separation at this time. Prior to any action taking place, a feasibility study needs to be completed and a lengthy process of local and state approval needs to be conducted.

Next steps and projected timeline:

At the upcoming June 15 Board Meeting, a Discussion/Action item will be brought forth to approve moving forward with FCUSD conducting a feasibility study.

If approved, a feasibility study will take time to gather data and analyze. With many employees out for the summer, we anticipate data collection to be completed after the 2023-24 school year begins. Analysis by the consultant SSCAL would take an additional six to eight weeks.

If the feasibility study shows that all nine criteria are met (see below), the process for applying to reorganize into two separate school districts would most likely take a few years.

Nine Statutory Criteria:

  1. Adequate Number of Pupils
  2. Community Identity
  3. Equitable Division of Property and Facilities
  4. Discrimination/Segregation
  5. No Substantial Increase in State Costs
  6. Sound Educational Program
  7. No Substantial Increase in School Facilities Costs
  8. Increased Property Values
  9. Effect on Fiscal Status and Management

District leaders are sensitive to the many strong feelings and desires of the community surrounding this topic and are committed to working collaboratively to serve the interests of our community and the best possible learning outcomes for all students in both Rancho Cordova and Folsom. The District will continue to keep our public informed on the progression of this process.
