Negotiations update
Our teachers (represented by FCEA) and classified staff (represented by CSEA) work under a contract called the Collective Bargaining Agreement (CBA). Our contracts are typically three years in FCUSD. Both of the contracts expired June 30, 2020.
Update on our timeline negotiating contracts.
- March of 2020: FCUSD was working on a new contract that would have begun July 1, 2020 (successor agreement) with teachers and the classified staff. However, due to the “stay at home” order, we needed to transition from bargaining a new contract to bargaining the impacts and effects of COVID-19 and all of the associated guidelines from various agencies.
- March 2020- Present: Negotiations teams have met weekly and sometimes multiple times a week to collaborate and negotiate ways to keep our staff, students, and working conditions safe. We have memorialized these agreements through Memorandums of Understanding (MOUs).
- April- May 2021: We now are in the process of bringing together our negotiations teams to refocus on a new contract (successor agreement). Negotiations teams have been involved in several budget study sessions and begun the process of collective thinking about topics of shared interest to negotiate.
- May 6: At our May 6th Board Meeting, a Public Hearing will be held to share the items of shared interest (Articles in the contract) for both FCEA (certificated staff) and CSEA (classified staff), prior to Board approval of the Articles.
- FCEA requests to negotiate Article 8 - Work Year/Work Day, Article 10 - Class Size and Article 16-Compensation.
- CSEA requests to negotiate Article 1 - Term of Agreement, Article 12 - Leaves, and Article 10 - Compensation.
- The District requests to negotiate the same Articles as FCEA and CSEA as these are of common interest.
We do not begin with a specific proposal; rather we only list the articles of the contract that we will be negotiating.
- Next steps:
- Negotiations teams will meet regularly and work together on proposals.
- The proposals will be provided to the Board at a future meeting for adoption and union membership for ratification in the form of a tentative agreement or a successor agreement.
