Public Records Act requests
The Folsom Cordova Unified School District (FCUSD) is committed to transparency and accountability. In accordance with the California Public Records Act (Government Code §§ 6250–6276.48), every person has a fundamental right to access information concerning the conduct of the public’s business.
How to Submit a Public Records Request
You may submit a Public Records Act request in any of the following ways:
- Email (Preferred):
- Phone:
- (916) 294-9000, ext. 104542 Office of Communication and Community Engagement
- Written Requests:
- Written requests may also be mailed or delivered in person to the District Office during regular business hours.
Important: Requests sent to staff or school-site email addresses other than info@fcusd.org may experience delays due to security filters and routing requirements
District Response, Access, and Costs
The District will determine whether it possesses responsive records and notify the requester within 10 days of receiving a request. In unusual circumstances, this timeframe may be extended by up to 14 additional days, with written notice explaining the reason for the extension.
If disclosable records exist, they will be made available for inspection during regular business hours. Original records may not leave District premises. When feasible, records may be provided electronically.
The District may charge only the direct cost of duplication, as permitted by law: $0.20 per page for paper copies. Electronic records are generally provided at no cost unless special programming or data extraction is required.
Public Records and Legal Exemptions
A public record includes any writing relating to the conduct of public business that is prepared, owned, used, or retained by the District, regardless of physical form. The Public Records Act does not require the District to create new records, compile data, or perform analysis that does not already exist.
Most records are subject to disclosure unless a specific legal exemption applies.
Common exemptions include:
- Records related to pending litigation or attorney‑client communications
- Personnel, medical, or similar files where disclosure would constitute an unwarranted invasion of privacy
- Student records protected by law
- Preliminary drafts not retained in the ordinary course of business
- Trade secrets or proprietary information.
When records contain both disclosable and exempt information, exempt information will be redacted and the remainder released when feasible.
