FCUSD School Safety Protocols

At Folsom Cordova Unified School District (FCUSD), the safety and well-being of our students and staff are our highest priorities. We are continually strengthening our efforts to create secure, welcoming learning environments across all campuses. In our ongoing commitment to transparent communication, I want to take a moment to bring this to the attention of all our school community, so you are aware of the many safety measures we have in place and the ongoing steps we’re taking to protect and support everyone in our care. While the information below applies to our school and all schools in the Folsom Cordova Unified School District, please know that safety is not a static checklist; it is an ongoing, dynamic priority that I and our leadership team at the District take very seriously. We continuously evaluate, update, and pivot our practices to meet the evolving needs of our community.

1. Comprehensive School Safety Plan

  • Our school has a Comprehensive School Safety Plan aligned with district policy, practices and standards. The plan is updated annually, approved by the School Site Council, and then by the FCUSD School Board. 2. Controlled Campus Access & Visitor Screening System

All visitors, including parents, are required to check in at the front office upon entering campus. FCUSD uses the Raptor Visitor Management System at all school sites to screen and track visitors and volunteers. This comprehensive safety system, developed by Raptor Technologies, enhances campus security by scanning visitor IDs and screening them against registered sex offender databases and custom school-created lists. Once cleared, the system prints an identifying visitor badge, which must be worn at all times while on campus. The Raptor system also allows for real-time visitor tracking and helps streamline volunteer management processes.

  • Campuses with a Fence: Our campus is designed with limited points of entry due to secure fencing and gates. All guests must enter the main office. Unregistered guests are not permitted on campus while gates are open for students, during arrival or dismissal times.
  • Campuses without a Fence: While our school does not have fencing, we maintain a secure environment by ensuring that only checked-in visitors are permitted on school grounds during the school day. Yard duties/Campus Monitors and Administrative staff actively support and enforce these check-in procedures to help keep our campus safe and secure.

3. Volunteer Clearance

  • All volunteers who work with or near students are required to obtain a Category 2 Clearance through the district. This process includes:
    • TB testing
    • Fingerprinting through the Department of Justice
    • Approval from the site principal

4. Campus Supervision

  • FCUSD campus supervision is supported by either Yard Duty Supervisors (elementary schools) or Campus Monitors (secondary schools). Each campus supervisor wears a bright, visible safety vest during their shifts to ensure students, staff, and visitors can readily identify and approach them for assistance and support as needed.

5. Video Surveillance

  • All FCUSD school sites utilize a video surveillance program to monitor high traffic and common areas of the school. The district also employs facial recognition technology to detect and alert staff to any known restricted individuals. FCUSD Buses (Video and Audio Surveillance) All of our student transportation buses are equipped with interior cameras featuring both video and audio recording capabilities.

7. Safety Drills

Staff and students regularly participate in safety drills to practice emergency procedures:

8. Daily Staff Safety Practices

  • Staff and students are trained throughout the year with drills and consistently follow established safety procedures, which include:
    • Keeping all exterior doors securely locked throughout the day
    • Ensuring students remain under direct supervision during instructional time
    • Notifying administrators of any unidentified individuals not wearing a visitor badge
    • Keeping gates closed during school hours, when applicable
  • We always take proactive measures to ensure the safety of our students and staff. At times, this may include placing the campus on a Hold, Shelter-in-Place, or Lockdown so we can thoroughly assess any situation and respond appropriately. These actions are part of our commitment to maintaining a secure environment.

9. Emergency Communication System

  • The District’s Emergency Communication System, used during both drills and actual emergencies, includes CatapultEMS, our emergency notification and communication platform. CatapultEMS notifies the school site, staff, students, and the District Safety Team of any disturbance on campus, enabling a prompt response from both school and district teams, including law enforcement when necessary. The system also allows staff to account for students, communicate with one another during an alert, and receive critical safety updates in real time.This System also includes the following:
    • Campus intercom system
    • Portable radios
    • Desktop phones
    • Desktop and laptop computers

10. WeTIP 2.0

  • WeTip 2.0 is a web-based, advanced anonymous tip reporting system used to report safety concerns, mental health requests, and criminal activity. It allows individuals to submit tips 24/7through various methods, including phone, text, online forms, and QR codes. The system ensures that all reports are received and processed anonymously to protect the tipster, with information forwarded to the appropriate school authority.

11. Law Enforcement Partnership

  • FCUSD has four School Resource Officers (two Folsom Police Officers and two Rancho Cordova Police Officers). These officers visit our campuses daily and respond to our calls for service as needed. They are also familiar with our office staff and the school layout.

12. Site Safety Committee

  • Each school site has its own “Site Safety Team”. There is also a “District Safety Team”. These teams meet monthly to review current safety procedures and protocols and make improvements as needed to maintain a safe learning environment.
